
Davyd George Brand Jimenez, a 52-year-old man from San Ysidro, was indicted in May 2023 for 10 counts of false impersonation of a federal officer or employee, two counts of wire fraud, three counts of mail fraud, three counts of aggravated identity theft, one count of misusing a United States passport, and seven counts of fraudulent possession and use of U.S. government seals. Brand Jimenez faces a maximum sentence of 181 years in federal prison if convicted.
Scamming Undocumented Individuals
Brand Jimenez is accused of impersonating a special agent with the U.S. Immigration and Customs Enforcement, or a federal Homeland Security official, to scam undocumented individuals. Allegedly, he charged each victim between $10,000 and $20,000 to help them obtain work permits, legal residency in the U.S., and U.S. citizenship.
Not only did he fail to file immigration paperwork for his victims, he never obtained any immigration benefits for them. He instead supposedly created immigration documents with their names that fraudulently displayed Homeland Security's emblem on them. For one of the victims, he even created a stay of deportation order so the victim would believe they couldn't be deported. In another situation, Brand Jimenez apparently gave the victim a real Social Security card, a U.S. passport card, and a California Identification Card with a different person's name on them and told the victim to use them as proof of their authorization to reside and work in the U.S.
Although an indictment is just a formal accusation, and Brand Jimenez is considered innocent until proven guilty, he is considered a fugitive after failing to appear for sentencing in an unrelated narcotics case that he pleaded guilty to.
